WV Community Power Summary of Meeting on 5.6.26

This informational Slide Presentation was presented on 5.6.26 at the Meeting with Emily Mann.
Emily Manns of ECM Power introduced her company serving eight NH communities for Community Power Aggregation and related energy services.
Slide presentation by ECM Power described the program. Here are some highlights:
- Approved Plan outlines an opt-out program to attract competitive rates and terms not available in an opt-in only program.
- Rate savings upon launch of the program. Savings can't be guaranteed for the entire length of the contract because NHEC rates change, typically in August and every six months.
- Extra renewable energy in the Waterville Valley Default supply rate over the state minimum is outlined in the Plan, supported by the results of a public survey completed during the planning process.
- Customers eligible for automatic enrollment do not need to do anything to be automatically enrolled in the program Default rate.
- Optional products include a Basic rate that meets the state minimum requirements and a 100% local renewable energy rate.
- Instructions and contact information for how to opt out, join, or change products in the program.

- Time of use rates? No
- Why opt out program? Why not let customers choose to opt-in? The program can attract competitive offers from suppliers only by bundling customers together into an opt out program. All CPA programs launched in NH since 2019 are opt out. Opting out is made as easy as possible and permanent; customers that opt out will not be contacted again by the program, but are welcome to join the program I the future if they change their mind.
- Why additional renewable energy in the Default rate? The 'Green' default was established during the planning process through public input that included public hearings, public comment period on the Plan, and a public survey that indicated customers support additional renewable energy in their electricity supply.
