Engineering Design Services for Transfer Station Improvements

1. Introduction

The Town of Waterville Valley is seeking information and statements of interest from qualified engineering firms with experience in solid waste facility planning, transfer station design, site layout, permitting, drainage, traffic flow, and public works infrastructure.

The purpose of this Request for Information / Interest is to identify qualified firms that may be capable of assisting the Town with the evaluation, planning, design, permitting, and possible construction support services related to improvements at the Town’s Transfer Station.

This RFI is intended for planning purposes and does not constitute a formal Request for Proposals or a contract award. Information received may be used by the Town to develop a future scope of work, budget, and procurement process.

2. Background

The Town of Waterville Valley operates a municipal Transfer Station that serves residents and supports the Town’s solid waste and recycling operations. The facility provides an essential public service and must continue to operate safely, efficiently, and in compliance with all applicable state and local requirements.

The Town is evaluating potential improvements to the Transfer Station to better support current operations, improve traffic flow, enhance public and employee safety, address existing infrastructure needs, and create a more functional long-term site layout.

As part of this evaluation, the Town is seeking professional engineering assistance for the design of a centralized through-ramp system capable of accommodating two vehicles on the upper landing area. The anticipated layout would include a compactor and single-stream recycling container on one side of the ramp, with two 40-yard open-top containers located on the opposite side.

The Town is also interested in evaluating covered structure options for the proposed layout. These options should include a pole barn or similar structure covering the full ramp and container layout, as well as an alternate option for a smaller structure covering only the ramp and the side containing the compactor and single-stream recycling container.

The Town is seeking to work with a qualified engineering firm to assess existing site conditions, evaluate design alternatives, identify permitting requirements, and provide professional recommendations for the planning, design, and potential construction of these improvements

3. Potential Project Goals

The Town’s goals may include, but are not limited to:

  • Improving overall site layout and operational efficiency.
  • Reviewing current solid waste and recycling operations.
  • Improving safety for the public, staff, and contractors.
  • Evaluating drainage, grading, stormwater management, and site utilities.
  • Identifying needs for scale, retaining walls, ramps, loading areas, fencing, gates, signage, pavement, concrete pads, utilities, fluids run off storage and equipment access.
  • Reviewing compliance with applicable New Hampshire Department of Environmental Services requirements.
  • Assisting with conceptual design, cost estimating, permitting, final design, bidding documents, and construction administration, if needed.

4. Requested Information

Interested firms are requested to provide the following information:

  • Firm name, address, and primary contact information.
  • Brief description of the firm and relevant municipal engineering experience.
  • Experience with transfer stations, solid waste facilities, recycling centers, or similar public works facilities.
  • Experience with NHDES permitting and regulatory coordination.
  • Examples of similar projects completed within the last ten years.
  • Overview of services the firm could provide for this type of project.
  • General approach to evaluating an existing transfer station and developing a practical design.
  • Availability and anticipated timeline for beginning work.
  • Identification of key staff who may be assigned to the project.
  • Any recommendations for how the Town should structure a future design scope of work.
  • Any anticipated challenges, permitting concerns, or information the Town should consider before issuing a formal RFP.

5. Site Visit

The Town may offer a site visit for interested firms. Firms interested in viewing the Transfer Station should contact the Department of Public Works to schedule a time. Site visits must be coordinated in advance and shall not interfere with Transfer Station operations.

8. Submission Deadline

Responses are requested by:

July 20, 2026 at 3pm

The Town may, at its discretion, accept responses after the deadline for informational purposes.

It does not oblige the Town of Waterville Valley to issue a Request for Proposals, award a contract, or proceed with any project. The Town reserves the right to use the information received to assist in developing future project documents, budgets, and procurement procedures.
